Stack of 28

Yesterday this stack of 28 postcards was returned to my mail box. They are all from the same packet according to the numbering on the back. It’s unclear to me why this happened.I started using the “business reply mail” postage form on the backs of all postcards to save money. Each time one of the 5th Batch, BRM cards are returned, it costs me $1.04.
